Restrict what payroll claims an employee can see

Employees with access to the payroll claims tab can view all payroll claims for the sections they have permission to access. For instance, if an employee has site section permission for the IT team and access to the payroll claims tab, they can see payroll claims for the IT team section.

Additionally, if the same employee has permissions for subsections within the IT team, they can add payroll claims for those subsections.
