To remove the Rotas tab from the New Starter Wizard you need to amend the Field Settings. The Field setting that controls the Rotas tab is Tab-NewStarter-Rostering.
You may also wish to review the below field settings on your system which are part of the Rotas tab and ensure they are not set to mandatory in order to not cause issues once the Rotas tab is removed from the wizard:
