You can set up a zero-hour contract for an employee.

To set up a zero-hour contract, you will need to set the employee up to be paid via hours or shifts worked rather than contracted hours or shifts.

Employees can be paid this way via hours from the rota, hours from timesheets, or payroll claims, depending on what they use.

The reason this needs to be set up in this specific way is that if an employee has 0 contract hours and 0 contract days, they will not be paid if they are set to be paid via contracted hours or shifts.
